Being a home owner you have responsibilities. one being to ensure all works is carried out in a safe manner. you are allowed on a ladder for 30 minutes a day, so if say scaffolding is needed also the contractor wanting to use scaffolding is probably going to do a lot better job having a safe working platform to work from
