My advice is to get a quote in writing or by email including the extent of works and the total price including any materials supplied by the trade. in this case however your within your rights to only pay the quoted price but by the tone of your text it sounds like the chap might not return, in which case you would have difficulty find someone to complete the work. unfortunate situation

Best solution would be to remove the tiles and plaster sub surface. if however the walls ie plasterboard was damaged this would have to be replaced. not a difficult task if the plasterboard had to be fixed to stud work or dot and dabbed onto concrete or brick wall. this method would also obviously save space in the room

You might have issues not long after laying a tiled floor directly onto timber as it moves with temperature change and humidity. take up entire floor back to joists. check joists for level (these can be realigned using additional min 50mm wide cls or similar attached to existing joists) overboard with min 18mm ply with as few cuts as possible and fix to joists @ 3" centers using 35mm screws and not nails. over lay the entire floor with a de coupling mat such as ditra and then your ready for tiling using s2 adhesive.

Start the first border tile on a joint as close to the middle of the wall as possible. every 3rd joint will line up thereafter both ways as 3 x 40 cm and 2 x 60 cm =120cm. this will look like it ^was meant to be"

I would check the thickness of the concrete sub base and it possible the build up underneath it. if its sound and the surface is flat use a deep notch trowel to apply adhesive to the floor and thinly back butter the tile before laying. anything between the hot tub and tiled floor i would seek advice from hot tub supplier
