Scrap away bubbling and flaking examine damage underneath repair with filler or sand n cement before repainting
Tbh i don't use frog tape i manually cut in so i'd advice sticking to guidelines to save trouble
I would always advise to strip old wallpaper before fitting new for best possible finish
