Hi,you could scrap the bonding back with a sharp decorating scraper
No time limit for rendering you can apply render most of the year round these days
You would have to use a bonding agent (plasterers grit) then you could overskim the ceiling or alternatively plate over it with plasterboard then skim.
British gypsum do a powered filler called easyfill

You can't use pva best to use plasterers grip (blue grit)etc.
or if you can it would be better to plasterboard over it wearing a p3 rated mask
