They obviously haven't used a primer slurry on underside of slabs to aid adhesion.
as for the concrete slab...if its beginning to crumble then whoever poured it needs to fix it.

I personally would charge £450 ...that would be day rate of £300 for myself and £150 for a labourer. complete job in one day providing the original bricks are cleaned and ready to be laid.
You could use a grinder with proper attachment and grind a few mm off the bonding.
