Firstly i would immediately see if the paving course is finished below the dpc (damp proof course). if it has not then seek immediate professional help.
secondly i would make sure the water is falling away from the property and if it is coming towards the property then having a aco drainage system in place which will prevent any water damage.
lastly i would recommend a water sealant applied to the paving, tarmac and brick work were the bay window is. this should prevent any damp patches.
