most wall anchor fixings have weigh ratings listed for them which indicate whether they are suitable or not. we have been using a number of wall anchor systems recently with metal collets etc that can hold in excess of 45kg on each fixing so there will be suitable fixings out there.
if you just look for heavy duty wall anchors for brick/ blockwork, these should provide suitable results.

Without seeing photographs, it is difficult to assess the situation but most pig ear handrails we fit are a combination of grab adhesives and wall anchor fixings woth screws through the rail and concealed with either wooden plugs for wood finished rails or painted finished rails with plugs to cover screw holes and then painted.
you may be able to fix this by cutting through any existing fixings and resecuring and refinishing or if not too severe an issue, may be able to secure with a through bolt into stud's/ blockwork...it depends on what sustrate the hand rail is mounted to.
