You can use a grommet to cover the extra hole, just silicone it in since it's under sink.
Should radiator pipes go under concrete floor?
Yes , it is a common practice but pipes need to be properly sleeved/covered with appropriate tape and a pressure test need to be done before burying the pipe work to make sure that there is no leak. you can also you can route up or a through a wall keep them clipped and secure.
How to change a old style hot sink tap washer?
Always make sure you turn the stop cock off that’s normally located under the sink and run the taps to check the water has stopped and empty the pipes also you may have bullfix on your pipe work so useing a flat headed screwdriver turn to its vertical that will close the valve.
