Yes, you need scraping and cleaning first, then priming, you can use zinsser pill stop works very well or stabilising solution. (filling if necessary for cracks, holes, also filing makes smooth surface after sanding), then you can paint using like you mentioned weather shield paint type.
Always primed the new plaster.
it's a lot of good brand on the market but one of my favourite one is zinsser gardz.
I'm not a big fan using a johnstone product. for upvc you need to prime first, otherwise the paint will not stick to the surface. depending on budget i'm using a benjamin moore, jenolite upvc, but ronseal upvc does a pretty good job too.
