Yes, you can use “paste the wall” wallpaper over lining paper. just make sure the lining paper is properly applied, fully dry, and secure. apply the paste directly onto the lining paper (as if it were the wall), and then hang the wallpaper dry as per the instructions. there’s no need to paste the wallpaper itself—follow the “paste the wall” method as usual.
This could be due to painting over plaster that wasn’t fully dry or skipping the mist coat, which helps paint stick properly to new plaster. dust or poor surface prep can also cause streaks, and drying plaster can sometimes shrink and crack.

to fix it, lightly sand the area, fill any damage, and make sure the wall is clean and dry. apply a mist coat if it wasn’t done before, then repaint. a primer-sealer may help if the issue returns.
For a fresh concrete wall, a watered-down emulsion (mist coat) is usually the preferred method for the first coat. mixing 10–20% water with standard water-based emulsion helps it soak into the surface and create a good base for further coats.

using a dedicated primer/sealer is not always necessary unless the surface is particularly porous, dusty, or prone to staining. in most standard cases, the mist coat followed by 2–3 coats of undiluted water-based emulsion will provide excellent coverage and adhesion.
For a 1.5-inch gap behind glass, standard rollers are usually too thick. look for micro foam rollers with diameters under 1.5 inches, or use small foam applicators or a narrow paintbrush instead. you can also make a custom small foam roller for tight spaces.
To fix this, the panels may need to be removed, the skimming layer checked for strength and dryness, and a proper adhesive or mechanical fixing method used directly on a solid substrate like drywall or masonry. it’s best to consult a professional who can assess the wall condition and recommend the right preparation and installation method to prevent this from happening again.
