Hi, I'm James from Haslam Painting and Decorating. I have been painting for over 5 years. Originally, the business started as a little money maker to fill in gaps; however, it grew, and I was able to become a full-time decorator.

To be honest you can still do the paper but often or not it's easier just to paste the wall
Its not really advised to paper of mould paint as it doesn't adhere to the wall properly. alternative option would be to painting a matt over the mould paint allow to dry fully and then paper.
Personally i would sand the whole area and use an external filler pending how deep the imperfections are sand filled areas and prime and then top coat.
I would prime the cieling and then top coat.
In all honesty if the radiator is as bad as it reads i would advise the customer to replace the radiator
