Sand lightly, clean if salty, seal with primer/mist coat, then repaint.
You won’t find rollers thinner than ~1.5", but you can use a mini paint pad, radiator brush, or artist’s brush to reach that gap without hitting the glass.
You should paste the lining paper to the wall in the normal way. once that’s dry, hang your “paste-the-wall” wallpaper as instructed (i.e. paste the wall, not the paper). don’t ignore the wallpaper’s instructions — just treat the lining and top paper separately.
