Remove everything back to a clean, dry surface, neutralise salts, seal with a proper damp-proof primer, then repaint — and make sure the source of moisture is addressed if it keeps coming back.
Use a proper primer/sealer — not watered-down emulsion — for a fresh concrete wall. it seals the surface evenly, prevents patchy absorption, and helps later coats bond better.
