Hi, i’m a local landscaping and decorating contractor. i’d be interested in taking a look at the patio and providing a quote. the restricted access shouldn’t necessarily be a problem, as the existing paving and waste can be removed manually if required. we can also take care to properly protect the floors and access route. please feel free to get in touch and we can arrange a suitable time to inspect the job
stop work for now. natural sandstone specifications require a full wet mortar bed and slurry primer underneath so the slabs bond and level out properly. we need to reset these on a solid mortar bed
this is efflorescence, caused by moisture inside the party wall. the damp dissolves natural salts in the masonry and pushes them out, destroying the paint and leaving a powdery residue.

?check the source: ask your neighbour about any leaks or damp on their side.
?scrape & clean: strip paint and plaster back to bare masonry. brush away all dry salt (do not use water).
?neutralise salts: apply a salt neutraliser solution to the bare wall.
?seal damp: coat with a solvent-based damp seal primer zinsser cover stain or watertite
?refinish: re-fill, seal again, and apply your final topcoat.
