Cat prescribed ear drops. Vet failed to inform me they were oil based. Cat shook head vehemently in disgust when I administered them. Oil droplets all over painted walls.

How do I get rid of them?
De-grease and paint oil/grease spots with any oil based paint. Once dry use silk finish rather than a matt finish for the top coat. If you want to add some durability to your basic paint add say about 500ml of pva per 2.5 ltr and mix well for a more durable wipeable paint.
Wash down with sugar soap then seal with primer sealer.
I would use Zinsser Bin (red tin) primer first.2 coats
Mix equal parts white vinegar and water in a spray bottle. Spray down greasy walls, such as in a kitchen, with the vinegar and allow it to sit for two or three minutes. Wipe down the wall with a damp rag. The vinegar cuts through cooking grease and removes the excess.
Unfortunately it will need repainted in those spots. If not the hole wall. The oil based will need cleaning of with suitable cleaning product, sugar soap can be used to remove the oil. then a primer may also be needed to insure there is no bleed threw

I wud put a stain stop on them first

No real solution for this apart from clean of with a detergent and repaint area
Oil stains on your walls can be dealt with by applying a stain block and then repainting the affected areas once the stain block has dried. If there's a significant amount of oil staining then personally I would be tempted to repaint the whole wall once stain blocked.
