Repair a leaking toilet and inspect for other leaks

The toilet with visible water stains behind the bowl. Access to the toilet is not easy. An inspection and full repair is required. The downstairs flat are convinced it's to do with a leaky shower. A quick inspection of that is required also.
As the job is uncertain in terms of time, I would be happy to work on an hourly rate if preferred.
