Back garden clearing and tarmac/pave

I've a tenant who lives in North/West Belfast. The back garden area approx 42m2 is currently overgrown with weeds and in need of some attention.
The area immediately leading from the back door is already paved with concrete, the garden is then elevated on 2 tiers separated by walls, with steps leading onto each level.
The 2 tiered areas need to be cleared, levelled off and then covered with concrete, tarmac of paving. Really whichever is easiest and cheapest.
