valve to hot and cold water on bath needs replacing

I have had a boiler engineer come . The boiler was fine and he tested flow on tap.This is report.
BATH TAP IN MAIN BATHROOM RUNS AT 22 LITRES PER MINUTE AND IS GETTING A TAP TEMP OF 40
DEGREES. RESIDENT WOULD LIKE HOT WATER IN BATH TO BE ALOT HOTTER. FULL TAP FLOW COMING OUT OF BATH TAP IS TO HIGH. EVEN THOUGH IF BRING THE TAP FLOW DOWN TO 14 LITRES PER MINUTE
TAP TEMP STAYS AT 40 DEGREES AND UNIT IS SENDING OUT 59 DEGREES.
BLENDING VALVE UNDER BATH AND HIGH FLOW FROM BATH TAP NEEDS TO BE LOOKED AT BY A
PLUMBER.
