Copper pipes on external wall?

I'm having a cloakroom fitted downstairs. He's fitting the hot and cold pipes outside the house on the wall. I've questioned about the risk of freezing, he says it's fine as they'll be insulated. Should I be worried?

Under no circumstances do you want to fit domestic water pipes externaly unless there is no other option available and should be boxed in and insulated
