Wood primer not drying?

I have had some new timber window frames installed and was recommended by the makers to sand them down, use two coats of wood primer and then one of top coat. I used “crown trade wood primer” yesterday after sanding down, and now 22 hours later it still feels tacky/sticky to touch. The tin said it had a dry touch time or 4-6 hours and after 16 hours for applying a coat over the top - so what have I done wrong? How can I fix it? And if it does eventually dry do I dare doing a second coat of this?

The weather can play a role in this.

But, you might didn't sand it really well. As the window might have some kind of chemical on them already.
