Sometimes it’s down to heat (dried to quick) or if you’ve had a total refurb it can make to walls moves and make it crack but it is mainly down to the caulk you use i recommend polyfiller decorators caulk
Yes that’s totally fine give it a good rubdown 1st so it can stick to it and leave a good finish
I would but this down to not enough heat and condensation
Stick an undercoat over that then gloss
You can paint over it just make sure u undercoat before glossing
