I have just removed wall paper from dining room wall and it was papered straight onto existing board. Its probably 30year old board,Is it possible to plaster over this if I SBR/PVA it.
Yes you can , as long as the board is fixed securely. Also you tape and joint the joins first .
It’s best to get all wallpaper and backing paper of the wall before plastering

In my time I have saw it been done but I advise if you want perfect finish I would put new plaster bored on go from there
Depends on the said wall, if it’s been affected by moisture or been degraded by any other means
Use a gritted primer All the time it isn't falling off it will adhere to just about anything.
If the board is sound, there is no problem PVA and plaster on the board but if the board is damaged and deteriorating, then you must take it off and replace with new board
