Plot/flat difference?

I just moved in to the flat, first time renting from kind of "landlord/agency". Problem is, I don't know if guy is competent about gas (in fact, he didn't know that we have gas in this flat) and electric questions. My flat number in the house is 12. On initial agremeent, is term "Plot 12". Now it is a problem, because few days ago we had visit from other guy, to check inventory etc. He also made photos of of electricity and gas meters. About electricity, I am calm, because it is inside of our apartment. But later we get inventory list to sign (didn't sign it yet) and on photo is gas meter with "Plot 12 Flat 8" on it. I asked him if it is correct, he said yes. I do not have access to this particular meter, but other one in building also have weird numbers (Plot 12 Flat 17) etc. So which one is correct for my apartment, should I pay attention to Plot or Flat? Plot is correct with our apartment number, but it says Flat 8 on it! Please help me, because I need it for getting new gas supplier.
