All depends on whether you are looking to make the space look big in which case i would use a light neutral colour on each wall. you could have one wall or two opposite walls in a feature colour or the same but with wallpaper. i don't think a loud patterned wallpaper looks good on all walls as it does tend to make the room look smaller
It all depends on the materials,condition of the walls and the area size .for example a hall, stairs and landing would be cheaper in materials to paint than it would paper as you would have the drop in a stairwell etc.
I would recommend dulux satinwood(once)firstly it is self undercoating so the coverage is good and unlike gloss satin doesn't tend to lose its colour. gloss will start to lose its whiteness after a while and turn yellow
Its hard to say as it would depend on the size, the condition of the surfaces. also the amount of woodwork can be a big factor. the best way to get an exact price is to have the decorator view in person so they can determine the scope of the work
