Yes it is ok, you have to follow few steps though. first sand the oil based paint with a 180 grind sand paper then wipe, with a dump cloth, all dust then apply one or two coats of primer( best one is zinsser 123 plus, bit pricy but worth every single penny) and then paint, two or even three coats.
Best one i used is farrow and ball. regarding sanding you have to do it if they have paint on it. new doors usually comes primed. any way i’d recommend to use a zinsser 123plus primer, one or two coats and then paint 2 or 3 coats. you need to use quality brush or roller with short hair, for wood ( hamilton or purdy)
When using sugar soap water, the wall needs to be rinsed with clean water then let dry then paint, otherwise the primer or paint may not stick. regarding the primer not all primer covers well but together with paint (2 or3 coats again) they should do the job. i’d recommend to try on small area, 1sqm, see what’s happens.
I’m not spray painting but i’d recommend a zinsser 123plus,(is water based and i think is sprayable) they do stain block/cover paint in a spray if you want and then paint again paint from zinsser, they are very good. now i don’t if you want to paint the actual glad mirror or the frame, anyway it should work either surface. try in a small area first.
Matt emulation is ok to paint over it, you have to sand them with a 180 grit sandpaper( don’t try to hard) wipe all the dust( very important) and then paint.
