The advise you have been provided is false,unibond is only applied/used when you are skimming or new plastering
It is not unusual to emulsion over artex, proving there no major cracks or damage. so, therefore you can paint the artex
I am afraid you must use scrim/plasterboard tape to all the joins before plastering.
If you want to remove a chimney breast in a ground or first floor room you must first support the chimney adequately. a structural engineer should be contacted to give advice on the correct design for your building. it is not enough to corbel the brickwork below the remaining chimney stack. the remaining stack must be properly supported.

one method of support, is by the use of brackets, commonly referred to as gallows brackets. the details below show this
method. where this is not possible steel beams can be used instead of brackets provided that they are supported on suitable load bearing walls. if you still in doubt consult your local building and planning department at the council.
A professional plasterer can fix this problem the cost will be depending on the amount of damage and the size of the damage.
