I have been working and updating my qualifications in this field for some time now. I have worked with different companies around London and also in Cardiff, Wales. I achieved my academic training qualifications with City and Guilds UK. All my work is to current standards.

- LOGIC Card Certificate on Water Scheme (Water Regulations, Hot Water Systems and Safety including G3 Unvented HWS).
- NVQ Level 3 in Plumbing.
- LOGIC Card Certificate on Domestic Electrical Installer.
Answers:
There is no call out charge. given a quote for the job would be difficult since the job has no been access. it is not a one point problem, do need to see what's going on first before quoting for the job.
Customer must be notified of any surcharge before arrival. if you have not been pre informed about call out charges, then you can challenge that.
If the call out charge has been agreed before the engineer arrived then yes the money has to be paid except the engineer cannot justify that. if the engineer has looked at the job and told you what's wrong and a quote then is reasonable to pay a call out charge whether customer proceeds with quote or not as long as the customer is aware of the call out fee.
Yes there are as it is in any profession. certificate is not required for anyone to operate as a plumber by law. so that's what makes it difficult to know qualified plumbers from unqualified ones. always ask to see id.
Yes, every electrical work especially in the bathroom must be done by a qualified electrician. it is illegal to carry out major electrical work if you are not qualified.
