I have been in the building trade for just over 11 years now. I am a dry liner and ceiling fixer by trade.
Over the years I have picked up many skills on the way including plastering, joinery & general maintenance and much more.

It sounds like the ceiling has been lowered and the best thing would be to get rid of both ceilings/ plasterboard. re-plasterboard and insulate then plaster :)
You should give the walls a light sand first then a apply a mist coat this should show any problems then sand where needed :)
