Answers:

paint over black

I would use a white primer first

Paper over painted wall paper

You can but it wouldn't last long it would start peeling away unless u put an oil based primer on first

Oil and grease on a painted wall

I wud put a stain stop on them first

Paint on walls

Give a soft sand down then apply pva before you paint that should work

Who arranges skip?

Yes he should sort skip out unless he stated otherwise when u got quote if the skip is coming when builders not there he should leave the skip money with you as you have to pay on arrival of skip
