I would say 400 is pretty extortionate especially for an hours work
Can a wall be replaced with a fence?
Ideally would have to replace the existing retaining wall. removing wall and fencing would leav the ground prone to land slipping.

For myself to complete the job, would cost between £2000 - £2500
Remove paint from resin bound gravel
If you have a power washer, give it a try with that. just don't use lancer too close to the resin.
if water based paint then it should dissapear easily.
