Hi if the old wallpaper is in good condition and is flat yes you can my dad has done it thew times in my jobs

Your fuse board only needs changing if it's old and dated
Paint over mould?
Hi no you can't clean it first with warm water and then paint on stain bloke once dried it be good to paint on

Best thing to do is give it a light rub down under coat it and gloss it
Painting walls in new house
The first coat will be sucked in as its new plaster will need 3 coats in total
