You would not need to replace the whole roof if replacing no when the upvc fascia board is supplied and fitted if the felt cracks while in the prosses then i would suggest having the eps system fitted which slots in the felt and allows water to run into the gutter
It's all depends on how big the roof is but just with the description of what i've been given to take off all the tiles felt and batten and to replace with new tiles felt and batten around about 4-5 thousand pounds
