On the outside wall should be fitted a vent grill which their are a few different types
if not fitted i would install a grill with auto shut and open grills

Sounds as if you will need a new fitting installed as bulb blowing seems to have blown part of fitment
We could supply this at a cost of labour only if you supplied gloss of £170 per day
This can be replace at cost of labour only at around £70
