Answers:

Check cold water feed
all homes in the uk receive a cold water "feed" from the water board. you would normally find that under the sink or in a downstairs toilet. it will be obvious as there is a tap (stopcock) valve that lets you turn on/off the fresh water flow into the home.

the more you open the stopcock (turning counter clockwise) the more pressure you receive, the less open (turning clockwise), the lower the pressure.

if you, or someone in you home, has turned this off or down recently; then the slowing of flow may be due to that. simply open the valve/stopcock fully and then turn it back 1/2 a turn.

there could be an airlock in the pipe work, water usually starts, slows and splutters. if this is what you experience, turn the tap on slightly until any air locks escape, takes just a few seconds.

if you have a cold water tank in your loft, check whether that is full. if not that will be a reason why your tap is slowing and stopping.
You can start by reducing the cold water pressure feed coming into your home.

cold water supply enters your home and can usually be found under your sink or in a downstairs closet etc.

find it and you will see it has a valve you can turn (called a stopcock).

the amount of water pressure you have in your home can be decreased (or increased) by turning the stopcock. turn the valve clockwise to reduce pressure and opposite to increase it.

as you open/close the valve, you can regulate the pressure to your liking.
Assuming that the pipe between the drain and your washing machine, connect with you kitchen sink waste, the answer is "no". you round the risk of flowing again.

Immediately turn off the power supply to your home at the mains and call out a qualified electrician.
There are technical requirements when drilling joists to carry pipes or cables through them.

joists (up to 250mm depth).
drill only on the centre line and the diameter is limited to 0.25 of the joists depth.
