It is possible however should be heatseamed to ensure a permanent repair
If it was rubber underlay it is normal for it to have this smell, it goes away after a week or two
Yes you can fit over the top but better to lift it first as any undulating parts or damage may be felt through the carpet
Carpets online are cheap and good
