In relation to the skirting boards and sanding them. my advice is any decent decorator will be able to sand the skirting first and then paint the skirting, it’ll maybe be two days work, one to send and then obviously one to paint but it could even be one days work.
and any decent plasterer will be able to plaster the walls, without getting any plaster on the skirting.

in regards to the doors, i’d get new doors after you get the carpet,
because if you get the doors first, and then you add the carpet… you will probably have to trim the doors down by the thickness of the carpet in order to stop them from catching on the carpet;
either that, or you can get the joiners to fit the doors first, and allow for the thickness of your chosen carpet
