Hello,i'am a fully qualified and experienced plasterer/renderer with level 1 and 2 nvq and worked on numerous private properties big or small as well as I've worked on loads of commercial big scale sites throughout the 17years of plastering.i have a Sharpe eye to my trade and treat all work the same as if I was working on my own home or project.

Answers:

No as it will blister and most probably fall off in short time as the plaster will dry too quickly and fail and eventually lose its grip and come away from wall.
Try sanding the high spots of the marks of the rolling until flat enough to existing wall and then reapply 2 coats of emulsion over the top.
Pva it and after it's dried apply a coat of emulsion
