No it’s 100% not an expansion joint.
expansion joints are used on long flanks of brickwork over 10m and will go from dpc up to roof plate.

my advise would be to get a surveyor to take a look and charge the cost back to the builder

Your driveway should be 150mm ( two courses of bricks ) below your dpc
if this is not the case then acco drains should be installed
