How to seal Artex for painting?

Hi, need some advise and guidance. The builders who built my now ex council property didn’t seal the Artex ceilings so I come along with paint brush and Artex flakes off. What can I do to seal Artex as ceilings need a repaint.

If your surface is a little more worn, it’s especially important to get rid of any dust, grease or dirt. When dry, textured surfaces can be painted with a good quality emulsion, ensure you follow the manufacturers’ instructions for porous surfaces. For areas especially prone to dirt and stains such as kitchens and bathrooms, you may want to consider stain resistant emulsion products when painting over Artex.

If the artex is flackining then it really needed reskimming to seal it as artex is not in a great way

My advice would be to scrape off as much as possible,it sounds like they didn’t pva the ceilings properly to create a bond to skim to,also I tend to was the ceiling before I pva to lose excess dust.If it wasn’t sealed the plaster will flake off....really need to start again

I would scrape it off and put a bull's-eye sealer on it and then re-paint or plaster and repaint
