It can be done by unibonding and scraping back the artex buy in my professional opinion it is best to overboard as a lot of artex contains asbestos

PLASTERING OVER EXISTING PLASTER IS PERFECTLY FINE, BUT TAKE NOTE IT MUST BE PREPPED BEFORE YOU START, ANY REPUTABLE PLASTERER THAT HAS SERVED HIS TIME WOULD ALREADY KNOW THIS

Heya, a plastered finish will give a more smooth, durable surface for a living area, if you tape and jointed it and say you were moving furniture around you are less likely to damage a wall that has been plastered than a wall that hasn't, and to be quite honest the time it takes to tape and joint a wall and then sand it down ready for painting is around about the same amount of time to skim it, plus it's a little more soundproof. Hope this helps.

You can plaster over old plaster if old plaster is sound and a bit scruffy
It will need sealing depending on paint and wall condition but your plasterer will advise you on this
