Sand the paint off the wall and start fresh again
I would advise to strip the wallpaper off the wall and then make sure your fall is nice and prepped and apply fresh wallpaper
Prime the surface after washed down then apply the paint and then seal the surface
o never gloss over artex ceiling always use emulsion
