Only thing your need from the council is permission for the kerb to be dropped outside your home which would have a cost too it also the job it’self there is not a lot of work involved all depending of the size of the garden
You can always set manhole lid off to the actually hole as long as it’s still excess-able then it should be fine
the littlest amount is to start ordering material for the work ahead also any works of construction, demolition, digging foundations, laying out or constructing a road and a material change in the use of the land.
If ingrained apply household detergent on to the spill with a stiff brush and flush with warm water.
Mortar bed needs to be 30-40mm thick and should enable the slabs, when positioned, to sit 6-10mm high so 60/80mm would be to thick
