If between the top of door and lintel then yes, if above that’s a big no!
As long as the joints on the blockwork is full so no water can ingress
This can be extended if you ring your local council it would cost a couple of hundred pound i believe
Depends if the existing door has existing lintel in and brickwork is in decent condition
Brick took out and replaced setting back to original brickwork above
