If it’s under the lintel where the door has been fitted and there’s a tiny gap then yes. this is common practice to seal to door.
but if it’s on top of the lintel and it’s for a brick to be bedded then no. this is pretty dangerous

You have to get it up to dpc level.
Yes it’ll be fine but it’s not ideal.
These old properties never had a damp course and was most likely laid with no foundation. you can buy a damp proof product that you drill into the wall at low level to help stop this
