Your energy supplier is not responsible for the maintenance or upgrades to your consumer unit, despite the age of your installation you may not require an upgrade i would recommend an (eicr) electrical installation condition report, as this will give you a good understanding of the the condition of your electrical installation and if you require any work completing
Unfortunately you would be unable to use a outside socket to supply an electrical vehicle charging point, this circuit would need to be an independent circuit from your consumer unit, the cost would depend on if you have a free way in your consumer unit, the distance from the consumer unit to the location of ev charger. without viewing the job, i would estimate about £220+vat plus the ev charger itself
I would recommend you have an electrical look at your lighting circuit and perform an insulation resistance test on the circuit, this will give us a very good understanding on what the problem
could be and how to rectify it.
This is a very quick and way fix, the cost of replacing your pull cord switch would be £40+vat and materials
You would need to check the size of the protective device the electrician has put on the circuit, this sounds like your oven is drawing to much current over a long period of time causing your protective device to trip
