If you looking for cheap person always happen that. you can take him out of the job and give to someone else.if already paid you can take him to court if you can proof that.
You can sand of if required that do some filing use quick dray filler and send again. than you can paint.
You can't expect anyone working for free? yes he can but he should let you know in advance.
