Bathroom light bulb popped out

Bulb holder has probably expanded, so the fit is more loose

Move fuse box on the other face of same wall

If not registered with a competent scheme niceic etc then you would need to notify building control who would most likely end up sending in a reputable testing company to sign off the work as safe, this cost would probably be more than getting a qualifies certified installer.

Circuit board updating / replacing?

Upgrading will improve safety
after an inspection by an electrician then his/her advice is normally accepted
this is usually after seeing major faults not just upgrading for sake of doing so

Electric shower being moved

My advice is when it comes to safety is let the professionals deal with it.
electric can kill or burn a house down

Cost of EICR?

Depends on the skill level and experience of the electrician you hire
cheap ones might not have the knowledge and miss certain things of importance
