Are there tradespeople that are specialised in sheds and re-felting in particular. Do roofers typically do this type of work?

Refelting a shed is fairily standard. You do not need a

A handyman would probably be your best bet, a roofer I'd imagine wouldn't bother with a job so small
There are many trades which do roof felt on sheds, I would try a general builder, landscaper first then a roofer. However for a habitable building or room then I would use a roofer first or a carpenter or builder who does roofing.
Roofers will typically undertake this type of work. If it was your run of the mill tack on felt most diy'ers could untertake the task, however torch on felt and grp fibre glass coatings are best tackled by a competent tradesman.

Depending on the shed it is not a specialised job so a handyman could do it. As with all things the devil is in the detail so be realistic about how easy it would be for someone to get access and if your shed is more than standard.
Yes in general felt work is all the same once you understand the principles I have worked on million pound jobs for my old company and I do sheds and garages.
